Earlier this year, two U.S. Congressional committees reached out to Baylor and 55 other private universities with endowments of more than $1 billion to try and understand how those schools were using those endowments to offset skyrocketing tuition increases for low- and moderate-income students. Congress is evaluating the value of federal policies that permit tax-free investment earnings for schools and tax deductions for donors.
